Senior People and Places Officer, Clwyd Opportunity Catchment.

Role Purpose

This is a Senior Officer post within the North East People and Places Team that covers Flintshire, Wrexham and Denbighshire.  The purpose of the post is to facilitate and further the development of Clwyd Opportunity Catchment that is mostly within North East, but also covers a small part of North West and will require some cross boundary liaison.

Working from the North East People and Places Team, this is very much a doing and making stuff happening role. 

Our Opportunity Catchment is varied and interesting including an urban area with bathing waters, rural landscapes that are upland and lowland agricultural areas, a number of places that have experienced significant flooding, a range of key conservation designations and habitats, and challenging WFD waterbodies. 

We recognise that promoting integrated catchment management and developing capital improvements within the catchment play a pivotal role in achieving good ecological status whilst delivering a range of other benefits to the community.  

As Senior Officer, your role would be to work with the existing Opportunity Catchment Group and Clwyd Forum as well as partners such as Welsh Water and the local River Trust to understand issues and identify/develop potential capital improvements. You would do this by providing technical support and leadership to a range of internal staff and partner organisations, developers and planners. You would also mentor and support NRW colleagues, from leadership team to officer level to increase the understanding of opportunity catchments and integrated catchment planning.

Qualifications and Skills

1. Excellent skills in engagement, influencing, developing innovative approaches to complex problems.
2. Excellent at building effective working relationship with colleagues and partners. 
3. Significant knowledge of the requirements of environmental legislation relating to the place remit.
4. You will have specialist knowledge of one or more technical areas of the team’s remit: 

- Area Statement development.                     
- Public Service Boards & Wellbeing planning.
- Outward funding & Partnership working.
- Recreation & Access.
- Fisheries strategic planning.
- Conservation of Protected sites & landscapes, National Nature Reserves planning.
- Air quality impact assessment.
- Water resource management.
- WFD & catchment planning.
- Flood risk management.
- Ability to assess multiple, complex, sources of information and engage others in making good decisions.  

5. Excellent communication and inter-personal skills with a customer focus.
6. Experience of negotiating with senior managers.
